Because stupid people cannot distinguish a beneficial community organization from a detrimental one.

They are deeply related goals. Education has no purchase in the absence of effective community in which we employ, test, revise and reinterpret what we believe we know.
I remember a lecture half a century ago by a sociolinguist who had to tell the Irish government that classroom Gaelic wouldn't revive the language until you could order a pint in Gaelic at the local pub.
